This item is urgent and cannot wait until the next meeting due to time constraints and is to be held in public excluded for the reasons:

LGOIMA 1987 s7(2)(a), and s7(2)(f)(i) - the withholding of the information is necessary to protect the privacy of natural persons, including that of deceased natural persons; and free and frank expression of opinions by or between or to members or officers or employees of any local authority.
