Paper roads
Paper roads are unformed roads, often appearing in legal documents and maps but have not actually been formed.
They are often found in rural areas, particularly on farms and can be fenced in with neighbouring properties. Often paper roads exist without the public being aware of them.
Landowners have the same legal responsibilities for paper roads in the same way as formed roads.
Stopping paper roads
There are times when a landowner may wish to stop a paper road. This can be based on public access, road reserve and the ability of the landowner to sell land.
